What Today's Property Data Misses About Compound Fire Exposure

Property risk doesn't exist in a vacuum.


But our industry often scores it like it does.


When fire exposure gets reduced to a single binary flag — in the zone or out of it — we lose the compounding variables that actually drive catastrophic losses. A property can sit in a “moderate” fire zone and still carry extraordinary exposure. Another property can sit in a “high” zone and be well-protected. The difference lies in the layers, and most data tools don't go there.


As the property catastrophe market softens and carriers look to grow profitably, the margin for error in underwriting is shrinking. This is the moment when the quality of your property intelligence matters most.


Underwriters expanding in this environment need more than a fire zone map. They need granular, property-level intelligence that reveals what's actually on the ground — not just which zone a property sits in, but what combination of physical conditions makes it truly vulnerable.


The Market Moment Carriers Are In Right Now


The property catastrophe reinsurance market has entered a period of meaningful softening. According to Guy Carpenter's January 2026 Renewal Report, dedicated reinsurance capital grew 9% in 2025 — following 7% increases in both 2023 and 2024 — and property catastrophe rate-on-line fell double digits at the January 1, 2026 renewals. Reinsurers achieved a 17.6% return on equity in 2025, and cedents are pursuing growth aggressively.


In Florida — historically the most volatile US property market — legal reforms, improved building resilience, and disciplined underwriting have combined to restore capital and confidence. More capacity is available, terms have improved, and pricing is moving in line with a better loss outlook. Carriers have room to grow, and the capital environment is encouraging them to do so.


But it comes with a catch: the underlying loss environment hasn't softened at all.


Wildfire insured losses in the US have escalated dramatically.


The January 2025 Los Angeles fires destroyed more than 16,000 structures in the Palisades and Eaton neighborhoods, producing an estimated $30–50 billion in insured losses — making it the costliest wildfire event in US history. The 2020 and 2021 wildfire seasons each exceeded $10 billion in insured losses. And the risk is no longer confined to California: wildfire exposure is expanding into the wildland-urban interface across Colorado, Texas, Oregon, and the Southeast, where development continues to push into fire-prone landscapes.




Reinsurance capital is growing. So is wildfire loss severity — the tension that gives property intelligence its value.


The market is saying “grow.” The loss environment is saying “be precise about where.” That tension is exactly where property-level intelligence earns its value.


Why Single-Hazard Scoring Fails


The standard approach to fire risk scoring asks a simple question: is this property in a fire zone? That question is necessary, but it isn't sufficient.


Consider two properties in the same ZIP code, assigned the same fire zone rating. Property A is a well-maintained home with cleared defensible space, brick construction, and a career fire station four minutes away. Property B has heavy vegetation growing within five feet of the structure, neighboring buildings within three feet on two sides, and the nearest fire station is 22 minutes away — staffed by a volunteer department that has lost nearly a quarter of its members since 2008.





A binary fire-zone rating treats these two properties identically. Their actual risk profiles are not even close.


This is the gap that compound scoring closes.


The Insurance Institute for Business & Home Safety (IBHS) has demonstrated through full-scale testing that at a separation distance of 10 feet, building materials showed minimal likelihood of survival when exposed to fires from adjacent structures. At 30 feet, survival probability increases substantially. Building proximity isn't a secondary consideration — it's a primary driver of conflagration potential.


The NFPA sets a benchmark travel time of 240 seconds (4 minutes) for fire suppression response. In rural areas, that standard is routinely exceeded. The US Fire Administration has documented that fire death rates are 35% higher in rural areas than non-rural areas, driven in large part by longer response times and lower smoke detector penetration.


Volunteer fire departments — which serve roughly half the US population — have shed an average of 12,000 members per year since 2008, falling from 827,000 to 635,000 in 2023. The response capacity that underwriters assume is often sparse.


What the USDB Data Reveals

Across 168.2 million buildings with vegetation data in USDB, 14.3 million sit within 5 feet of surrounding vegetation. At that distance, a fire doesn't need to reach the structure directly — radiant heat and airborne embers do the work.


Now layer the conditions that turn exposure into catastrophe.


Of those 14.3 million, 2.6 million are more than 15 minutes from the nearest fire station — calculated from actual distance and typical vehicle velocity. That means by the time a truck arrives, a structure fire is already fully involved. Narrow further to properties where neighboring buildings sit within 3 feet — a proximity threshold that IBHS research identifies as the point where one burning structure reliably ignites the next — and 120,000 remain.


Each filter is cumulative.


A property must meet every preceding condition to stay in the count. That's why the number drops so dramatically at each layer — and why these properties represent a fundamentally different risk class. Now isolate those also served by volunteer or combination fire departments — departments that have lost nearly a quarter of their members since 2008 and are stretched thinner every year.



Roughly 80,000 properties nationwide where vegetation, response time, building proximity, and under-resourced fire departments all converge on a single parcel.



These aren't hypothetical risk scenarios. These are real addresses. They exist in every state. And most carriers have no idea which ones are in their book.


The Accumulation Risk Angle


For underwriters managing portfolio concentration, compound fire exposure creates an accumulation problem that single-hazard models underestimate. When a conflagration spreads through a neighborhood of closely spaced structures — as the January 2025 Los Angeles fires demonstrated, destroying more than 16,000 structures in the Palisades and Eaton neighborhoods — the losses aren't independent events. They are correlated by proximity, vegetation density, and the response capacity of local fire departments.


A carrier that has written 500 policies in a rural exurban corridor may believe they have a diversified book. If a meaningful portion of those properties share the compound exposure profile described above — vegetation, proximity, extended response time — the correlation in a single severe event is far higher than the model suggests.

Equally important: they can confidently write the millions of properties that initially appeared risky based on a single hazard flag but lack the compounding factors that drive actual losses. That's profitable growth. That's the difference between expanding with precision and expanding with hope.


The property cat market is offering carriers a window to grow. The carriers who use that window well will be the ones who understand what's actually on the ground — not just what zone it's in.
